12th Edition, Bucharest 19-21 November 2018
The Rules of the tournament
In the two days of playing there will be two events, A and B:
A- 2 tournaments of rapid chess: in tournament 1 there will be 4 male players. In tournament 2 there will be 4 female players.
B- 2 tournaments of blitz chess: in tournament 1 there will be the same 4 male players. In tournament 2 there will be the same 4 female players.
Format of play and number of rounds
A . The tournaments will be played in double-round robin modus. Thus, each participant will play 6 games.
B . The tournaments will be played in four-round robin modus. Thus, each participant will play 12 games.
Rapid Chess: Game in 15 minutes plus 10 seconds increment, starting from move 1.
Blitz: Game in 3 minutes plus 2 seconds increment, starting from move 1.
The waiting time for the players that fail to show up to the start of the round is zero. If the player will not be seated when the arbiter declared the start of the round, that player will be forfeited. If the arbiters will see some players are not seated, they will research the cause of the delay and will take the necessary actions (if there is extraordinary cause, the start of the game will be delayed for that match)

Drawing of lots
For the Round Robin events the following proceedings will take place: the 4 players (in descending order, from highest rated to lowest rated) will draw the starting numbers. In the Blitz event, the players will maintain their order but will inverse the colors in comparison to the Rapid event. Through this system all players will play 9 rounds with the white pieces, and 9 rounds with the black pieces.
Tie-breaking system in tournaments A and B
For each tournament (A and B) if two or more players finish with the same number of points, the placement in the final standings will be determined by application of the following tie-breaking procedures in sequence, proceeding from (a) to (b) to (c) to the extent required:
(a) Results of the direct encounters between the tied players
(b) The greater number of wins
(c) Sonneborn-Berger tie-break
If the score is still level after all criteria are applied, then a sudden death game will decide the higher place.
Sudden death game rules: there will be just one game, in which White gets 4 minutes and Black gets 5 minutes. In case of draw, the player with the black pieces will be declared the winner of tie-break.
Sudden-death game drawing of color: the higher rated player (classic Elo) will draw a note out of two with numbers 1 and 2. If he draws Nr.1, then he chooses the color for the sudden game. If he draws Nr.2, then his opponent chooses the color.
Tournament cross-table and deciding the winner
The tournament cross table (tournaments A+B) is determined by the ranking in the final standings of tournament A plus the ranking in the final standings of tournament B. In case of equality, the priority will have the higher placement of the tournament A (the Rapid event). The players receive: 4 Points for 1st place, 3 points for 2nd place, 2 points for 3rd place and 1 point for 4th place.
For example, if in the final standings the Player X has the 2nd ranking in tournament A and 1st ranking in tournament B, he gets 7 points (3+4=7). If the Player Y occupies 1st place in tournament A and 2nd place in tournament B, he also gets 7 points (4+3=7). However, in the cross-table rankings of tournaments A+B the Player Y will occupy a higher position, because he had a better placement in the Rapid event (tournament A). This means, that a player who wins the tournament A and is at least second in tournament B, wins the cross-table rankings and will receive the first prize.
Prizes will be awarded strictly in the final standings order (Hort system does not apply).
Mobile Phones and other electronic devices
The players are NOT allowed to bring any electronic device in the playing hall: cellphones will need to be checked with the arbiters before entering the playing hall. Spectators, officials, or any other person that has access in the playing hall will have to follow the same drill.
Only accredited media will be allowed to take photos throughout the whole round. Flash photography will be available only in the first 3 minutes of play during the rapid stage of the event, and the first minute during the blitz stage.
